The problem is though that the purse strings are controlled by governments and there is no way in the world that you'll be able to get all the governments to agree to take action because it will have a bad effect on big business and they are the ones who control the governments.

We've already seen this with the Kyoto treaty which America refused to accept because of the economic affect it would have on their businesses.
